Bilateral Relations between Ukraine and Timor-Leste
The diplomatic relations were established on September 27, 2003.
By now, the embassies of the two countries have not been set up. Since 2005, the bilateral relations with Timor-Leste have been located to the area of the responsibility of the Embassy of Ukraine in Malaysia.
As a non-permanent member of UN Security Council in 2000-2001, Ukraine has made significant contributions to the support of movement for the Independence of Timor-Leste, setting the peace and the establishment of the UN presence in the country. Till December 2012, 12 representatives of the Ministry of Internal Affairs of Ukraine participated in the UN Integrated Mission in Timor-Leste (IMOONT). The presence of Ukrainian personnel in the IMOONT was a significant positive factor for the development of the bilateral relations between the two countries.
The first Ambassador of Ukraine to Timor-Leste (with residence in Malaysia) was H.E. Mr. Alexander D. Shevchenko, who, since May 17, 2005 till July 18, 2009 represented Ukraine in this country.
On September 1, 2011 H.E. Mr. Ihor V.Humennyi, the Ambassador of Ukraine to Malaysia was appointed as the Ambassador of Ukraine to Timor-Leste with residence in Malaysia. On December 14, 2011 H.E. Mr. Ihor V.Humennyi presented his credentials to the former President of Timor-Leste H.E. Dr. José Ramos-Horta.
Every year the Ambassador of Ukraine pays the working visit to Timor- Leste. The last trip of H.E. Mr. Ihor.V.Humennyi to the young country has been held on 10 - 13 December, 2013. During the visit the Ambassador held bilateral meetings with Vice Prime Minister and Coordinator of Social Affairs of Timor- Leste, the Head of Office of the President of Timor- Leste, the Minister of Petroleum and Mineral Resources of Timor- Leste, the Vice - minister of Education of Timor -Leste, the Secretary of State for Defense of Timor- Leste, the Secretary of State of the Ministry of Foreign Affairs of Timor- Leste, the Vice-minister of Commerce, Industry and Environment of Timor- Leste, the President of the Chamber of Commerce of Timor- Leste and the Commander of the National Police of Timor- Leste.
In 2013, the trade operations between Ukraine and Timor-Leste have not been recorded. Bilateral investment cooperation between the two countries also hasn’t been established.
There are some perspectives for the development of the bilateral humanitarian cooperation in the field of education. The Embassy is actively working on finding the possibility for the education of the Timor-Leste’s students in the Ukraine’s Universities.
Despite the fact that the Democratic Republic of Timor-Leste is currently one of the largest recipients of international donor assistance, significant reserves of oil and gas give a reason to forecast the intensive economic development of the young country during the next 10 years. In this regard, the development of the bilateral relations between Ukraine and Timor-Leste in science and technology, energy, military-technical and educational areas have certain perspectives.
In addition, the establishment of the active and mutually beneficial bilateral relations with Timor-Leste is an integral part of the foreign policy of our country in Southeast Asia region.
Between Ukraine and Timor-Leste signed one international treaty.
There is no Ukrainian Diaspora in Timor - Leste.
