In September 2011 Ukraine joined the International initiative “Open Government Partnership" confirmed by this fact that the country shares its basic principles: the transparency of the public administration, the public involvement in the formulation and implementation of the State policy, combating corruption and the introduction of the new information technologies.
During the first year of the implementation of this initiative, the important measures for increasing of the transparency of the Government of Ukraine have been undertaken:
1) Public participation in the formulation and implementation of the State policy
During 2012 the legal basis for the civil society activity has been substantially renewed in Ukraine. The laws of Ukraine "On Public Associations" and "On Charity and Charitable Organizations" have been adopted.
In 2012 the President of Ukraine formed the Coordination Council for Development of the Civil Society and approved the Strategic Policy to promote the development of the civil society in Ukraine.
In 2012 the Government upgraded the website "the Civil Society and the Government". The new version simplified the people is access to the public discussion on the important state decisions.
2) In sharing access to the public information
In accordance with the Law of Ukraine "On Access to Public Information" during the year 2012 the central and local authorities have provided more than 60,000 responses to requests for information and disclosed 230,000 documents. The Law does not only simplified the access for the people to the information which posed by the executive bodies, but also forced the authorities to work more openly and transparently.
The special section "Access to the Public Information" has been created on the Government web page, which is filled with the relevant information.
3) Preventing and Combating Corruption
On February 1, 2012 the Unified State Register of persons who have committed corruption offenses began its functioning.
In 2012 Ukraine started to move towards the implementation of the standards of the Initiative regarding the extractive industries transparency, which will improve the investment climate and to enhance the energy security of the country by creating more transparent and higher of the competition.
4) Improving the quality of administrative services
An important achievement became the adoption in September 2012 of the Law of Ukraine "On Administrative Services." The Law regulates the procedure of the providing the administrative services to the citizens and businesses by the executive bodies. The Law also created the legal basis for the formation of the administrative service centers.
At the beginning of 2013 in Ukraine 110 the administrative service centers have been created.
5) Implementation of e-Government and development of e-democracy
In 2012 the trial operation of the electronic interaction between the executive bodies and the Secretariat of the Government of Ukraine has also began. The procedure of the authorization of the electronic documents via e-signatures is developing.
In 2012 the web-portal "the Government Contact Centre" has been launched, which can be used to contact directly the Government "hotline".
Last Year the common information center for the citizen’s requests to the public and local authorities has been established.
