Ukrainian military have not been using munitions prohibited by international agreements. Within the whole time of the Anti-terrorist operation (ATO) in the East of Ukraine Ukrainian military were not using prohibited weapons including cluster munitions. If to talk about use of cluster munitions on peaceful residential blocks of Donetsk it is necessary to say that Ukrainian military are not using weaponry on peaceful residential blocks in the cities at all. It is prohibited by the President of Ukraine, the Commander-in-Chief.

The terrorists and other forces controlled by the Russian Federation all the time try to discredit the Anti-terrorist operation forces. There are evident proves that to achieve this purpose the terrorists themselves are shelling the living quarters in order to convict the Ukrainian forces in that. Eventually, Human Rights Watch was also recently used with this purpose.    

The Ukrainian side considers, it is important to cooperate with Human Rights Watch and invites this organization to conduct detailed investigation of the assumed usage of cluster munitions in the Donbas region.
